Carolina on Lake Effect:

…………………………………………………………

Experienced. Tough. Independent. Fair. With over five years experience as an Administrative Law Judge Carolina Stark is the qualified, experienced, independent choice for the Circuit Court. On April 3rd, you decide who sits in Branch 17 of the Milwaukee County Circuit Court. The choice is clear….vote Carolina Stark for Judge.

From the Circuit Court to the Supreme Court, JUDGES MATTER!

Experienced in the law.
For the past five years I have served as an Administrative Law Judge for the Wisconsin Unemployment Insurance Division. I demonstrate, on a daily basis, the legal skills necessary to serve as a Milwaukee County Circuit Court Judge.

I manage parties in contested evidentiary hearings; rule on the admissibility of evidence; judge the credibility of witnesses; and above all—apply the law to the facts with the impartiality required of a Circuit Court Judge.

Tested.
I have resolved more than 4,000 unemployment insurance appeals. Each hearing I conduct is subject to evaluation under criteria set by the federal government, and each written decision I issue is subject to appellate review by the Labor and Industry Review Commission.

In 2008, Mayor Tom Barrett appointed me to the Milwaukee Fire and Police Commission, which was subject to confirmation by the Milwaukee Common Council. After a confirmation hearing with the Milwaukee Common Council Public Safety Committee, the Committee voted unanimously to recommend my appointment to the entire Council, and the Council voted unanimously to approve my appointment.

Trusted.
I am trusted by the State of Wisconsin to make tough decisions that directly affect individual citizens and businesses each day. And I am trusted by the City of Milwaukee to make tough decisions about our vital public safety operations.

My early years as a criminal defense attorney in Milwaukee County put me in the courtroom on a daily basis, working with judges, district attorneys, law enforcement, defendants, jurors, witnesses, and court staff. Years of proven experience have earned the trust and respect of the people who have worked with me.

I am honored to have earned the community’s trust, and I strive each day to be worthy of it. Whether it’s working as an active member of my local neighborhood association or serving as chief poll worker on election day, my first commitment is always in giving back to the community.

I am proud of my heritage as a Fourth of July baby born at Walter Reed Army Medical Center to my Dad, a United States Marine, and my Mom, who is originally from Colombia, South America. A first-generation college graduate, I was raised in a bilingual household and taught to value hard work, diversity, and public service. As an active board member for the Wisconsin Hispanic Lawyers Association, my Hispanic roots and fluency in Spanish play an integral role in my professional work and community activities.
